This OCT image is typical of cystoid macular edema after a retinal vein occlusion. The inner retinal opacification is due to a relative arterial stasis in the vascular system secondary to the venous obstruction. Meanwhile, the cystic edema is due to fluid extravasation from the disrupted vascular physiology.
